NRA Tolling Operations Contract
Dublin
The National Roads Authority invites interested parties to apply to participate in
the Authority’s competition to procure tolling operation services for the next-
generation M50 eFlow Tolling Operations Contract (the Contract) and any toll
points which the Authority may introduce and/or operate in the future on the road
network in Ireland. The existing M50 eFlow Toll is an open road tolling system on
Dublin’s orbital motorway which processes on average 115,000 vehicles per day.
The tolling operation services include mobilisation and transition management
services, operations services, provision operation and maintenance of a toll system, collection of toll charges, debtor and finance management, customer service provision and management of certain enforcement services. A more detailed description is set out in the Pre-Qualification Documents.

It is anticipated the term of the Contract will be for approximately eleven years from the date of entry into the Contract, with options for the Authority to extend the term for any period or succession of periods up to a further four years.
As stated in section II.1.5, it is anticipated that the Contract will include provisions for additional toll points to be introduced and/or operated in the future on the road network in Ireland.

Requests to participate may be submitted by single entities or by groups. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may be required to do so prior to award of the Contract if the Authority considers it necessary to ensure that the Contract is carried out to its satisfaction. The Authority also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors, or on any other basis the Authority considers appropriate.

Candidates wishing to participate should ensure that the Pre-Qualification Questionnaire is completed and returned in accordance with the requirements set out in the Pre-Qualification Documents. The Pre-Qualification Documents set out details of the project and the procurement process.
- The Authority reserves the right to terminate the process and any discussions at any time. The Authority shall not be obliged to enter into a contract with any tenderer.
- Interested parties should note that the National Roads Authority is subject to the Freedom of Information Act 2014. If a party considers that any of the information it supplies should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, such party must, when providing such information, clearly identify the specific information it does not wish to be disclosed and clearly specify the reason for its sensitivity. Please note that it is not sufficient to include a statement of confidentiality encompassing all information provided in any response submitted.
- The Authority accepts no liability for any costs and/ or expenses incurred by any Candidate/ Tenderer in connection with the competition (including the application and/ or attendance interview, if required).
- The National Roads Authority is due to merge with the Railway Procurement Agency (the “RPA”) in August 2015 and all functions of the two bodies will be performed by the new merged body. The operational name of the merged body will be “Transport Infrastructure Ireland” (TII). For the purpose of this Notice, the term “Authority” shall be taken to mean the National Roads Authority and TII.
