    The Student Accomodation project should be of interest to multi-disiplinary entities/Consortiums and Joint Ventures. It consists of 2,100 bed spaces in all, to be provided by a long-term concessionaire as a commercial enterprise. The first phase is an initial concession contract to provide 700 student bed units the realisation by means of a work. The optimum return on such an enterprise requires that 3 separate phases of bed-space provision (700, 900, 500 beds respectively) in separate blocks should be made available for occupation within a 10 year single operator framework period, which period is dictated by the planned overall development of the Grangegorman third level campus and the commercial realities of such an undertaking.

    Grangegorman Development Agency invites applications from groupings,

    consortiums, joint ventures and other entities interested in being considered for a

    major student accommodation development project. on the Grangegorman

    Campus. The development consists of 2,100 bed spaces in all, to be provided by

    a long-term concessionaire as a commercial enterprise. The optimum return on

    such an enterprise requires that 3 separate phases of bed-space provisions(700,

    900, 500 beds respectively) in several blocks should be made available for

    occupation within a 10 year single operator framework period, which period is

    dictated by the planned overall development of the Grangegorman third level

    campus and the commercial realities of such an undertaking. Separate and

    distinct from this 10 year single operator framework governing contracts for the

    provision of the works facilities a long-term concession contract over a fixed

    period, as yet undecided, but conceivably extending between 30 to 50 years will

    be concluded with the Applicant chosen as the Framework Operator designate..

    The Contracting Authority will provide the Framework Operator with all of the sites within Grangegorman campus upon which the Student Accommodation will be provided. It is emphasised that apart from the latter resource, the Contracting Authority will provide no financial input whatsoever to the Grangegorman Student Accommodation Project.

    This is a mixed contract containing a single operator Framework Agreement for the provision of Student Accommodation to cater for a number of works, together with a long term concession contract to exploit the commercial advantages of the Student Accommodation in return for their investment.

    2. The closing date for receipt of all queries concerning this stage of the competition is Friday 28th August 2015 at 16.00hrs (Irish time). All queries should be sent to procurement@ggda.ie

    3.The Contracting Authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers in response to this competition.

    4. Award of all contracts will be subject to the approval of the competent authority.

    5. If for any reason it is not possible to conclude the single party framework agreement with the successful tenderer designate emerging from this competitive process, or of having concluded the framework agreement, the Contracting Authority decides to terminate the agreement, for any reason, the Contracting Authority reserves the right to admit the next highest scoring tenderer to the framework agreement at any time during the tender validity period of 24 months.

    6. Applicants should note the limitations contained in the Contracting Authority‘s rules in relation to participation in multiple teams (see part 6.4 of the Project Information Memorandum issued with this Notice)

    8. This is the sole for competition for this Project.

    It will be a condition of award that Applicants are tax compliant and are in a position to produce a valid tax clearance certificate from the Revenue Commissioners when requested.

    10. At its absolute discretion, the Contracting Authority may elect to terminate this procurement process, the framework agreement or any contract awarded under the framework agreement at any time.
