Economic Consultancy Support - Energy Markets and Regulation Policy

The Commission for Energy Regulation (CER) is Ireland’s independent energy
and water regulator. The CER was established in 1999 and now has a wide range
of economic, customer protection and safety responsibilities in energy. The CER
is also the regulator of Ireland’s public water and wastewater system.
The CER currently wishes to engage a specialist or expert economic assistance
and advice on an on-going basis in relation to energy market and regulation
policy. Particular emphasis will be on issues that relate to the CER’s economic
decision making in the area of electricity markets, economic analysis of issues
relating to the development of the wholesale electricity market, capacity
remuneration mechanism and market power including the SEM and I-SEM.
Advice will also be required on the economic analysis of market implications of
meeting Ireland’s renewable energy targets, interconnection, locational issues and
wider European market design including implications for Ireland of market
changes in Great Britain, as well as networks regulation issues and retail market
competition as required

It is proposed to place a contract for a period of two years with an option for renewal for up to a further two years on an annual basis and subject to internal CER review and the written agreement of the parties.
The support will be delivered on a draw down basis, at agreed fixed charge per person per hour and per day.
CER does not guarantee a minimum number of days to be drawn down.
Prior to the commencement of each deliverable, the CER Manager will outline the deliverables required and successful tenderer must provide a brief response which outlines a delivery plan which includes resources and expected days to complete. Once satisfied with the approach, the CER Manager will sign off on the number of days to complete the deliverable.
The successful tenderer will provide the CER Manager with a report of monthly updates of actual days support incurred and plans for month ahead. Invoices for should be issued monthly, and should be accompanied by an outcome report (i.e. elements worked on, advice delivered etc.)
In addition to this invoicing information, CER shall be entitled to establish such monitoring and budgetary arrangements in relation to the operation of the contract as they may reasonably deem appropriate.
A grouping, if successful, must contract as a single entity, having joint and severable liability
