    Short description of the contract or purchase(s)

    The Department wishes to obtain a service to carry out an evaluation of the

    implementation of the GLAS measures and the overall purpose of the evaluation

    required by this RFT is

    a. to assess the effectiveness of GLAS as a contributory measure towards

    sustainable Irish agriculture under the RDP 2014-2020;

    b. to assess its contribution towards the achievement of wider

    environmental objectives; and

    c. to fulfil, in part at least, Ireland’s commitment towards the monitoring

    and evaluation requirements set out in the RDP.

    To achieve this, the successful tenderer will be required to undertake a

    quantitative and qualitative environmental assessment of GLAS to evaluate the

    impact of the various actions within GLAS on the environment. This assessment

    will thus provide separate but complementary information to the mandatory

    indicator reporting requirements under Ireland’s RDP evaluation plan. In order to

    design and implement an effective and cost-efficient longitudinal study appropriate

    levels of access to the GLAS database will be provided by DAFM to any

    successful tenderer(s). The exercise will also help DAFM identify any necessary

    future improvements required to achieve policy aims.
