The Operation of Public Bus Passenger Services on Waterford City Routes
Ireland
The Authority is seeking an operator in respect of a number of public bus routes. It is intended that the services will comprise a total of 5 routes, the envisaged composition of which is set out in Appendix A to the Information Memorandum. The scope of the services to be provided may be amended.
The Authority reserves the right to add or omit routes from the scope of the contract. The routes serve locations in Waterford city. The Routes are currently serviced by a peak vehicle requirement of approximately 9 urban type buses (primarily single deck), and provide approximately 1 million passenger journeys per annum. The envisaged 5 year operational period may be extended by the Authority for a period or periods up to a further 2 years, subject to satisfactory performance. The Authority intends that there will be a mobilisation period from the date of contract signing until the commencement date for the operational period. It is currently envisaged that the duration of this mobilisation period will be at least 6 months, although the contract may involve phased operational dates (staggered by up to 6 months) by reference to different routes or groups of routes. Further information is set out in the Information Memorandum.Please note that this contract was previously the subject of OJEU Notice 2015/S 018-029616 published on 22nd January 2015. Pre-qualification submissions were received in response to that OJEU Notice but were not evaluated. Due to the omission of route 360/360a serving the town of Tramore, the Authority has decided to re-advertise this opportunity. Further detail is set out in the Information Memorandum.

It is envisaged that the Contract will include an option to extend the operational period for a period or succession of periods up to a further two years.
The Authority may decide to add one or more routes to the scope of the Contract or to omit one or more routes from the scope of the Contract.

Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may be required to do so once it has been awarded the contract. The contracting authority also reserves the right to contract with each member of the group on the basis of joint and several liability, as a main contractor with a number of sub-contractors, or in any other form which the authority considers appropriate. The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure irrespective of the outcome of the competition, or if the competition is postponed or cancelled. All costs incurred by interested parties in participating in this competition must be borne by them.
Any contract award will be subject to a number of pre-conditions, including production of a current tax clearance certificate from the Revenue Commissioners in Ireland.
The contracting authority may terminate this competition (or any part thereof), change the basis of and the procedures for the bidding process, at any time, or procure the project by alternative means if it appears that the project can thereby be more advantageously procured. The most economically advantageous or any tender will not automatically be accepted.
