Technical, Economic and Financial Support in relation to the Certification of High Efficiency Combined Heat and Power Plants

The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland’s public water and wastewater system. The CER has been appointed under legislation to certify High Efficiency Combined Heat and Power Plants (HE CHP). In 2012, the CER issued a decision paper setting out the approach to certification (CER/12/125). The CER wishes to engage technical/economic/financial consultancy support for 2015 (with an option for the CER to extend for up to two further years on an annual basis) such that certification of applications can proceed in the first half of August 2015. It is proposed to place a contract for a period of one year with an option for renewal for up to a further two years, on an annual basis, subject to an internal review by the CER and the subsequent written agreement of the contracted parties.
The principal role of the successful tenderer will be to review applications for certification of installations as HE-CHP plants and to make recommendations to the CER as to whether or not certification should be given and reasoning for such recommendations. The successful tenderer will be required to carry out a review of relevant data and associated calculations and advise the CER as required.
The successful tenderer will carry out site visits and audits of HE CHP plants on behalf of the CER in accordance with the CER’s policies and procedures and as deemed necessary in that context, submitting findings and recommendations to the CER regarding same.
The successful tenderer will review annual reports regarding the operation of certified plants, which will include calculations of the electrical, thermal and overall efficiency, the electricity from HE-CHP, power to heat ratios and primary energy savings.
For information purposes, and to provide tenderers with additional information on the potential scope of work under this contract, please be advised that the number of applications submitted to CER on an annual basis is as follows:

In addition, the successful tenderer will be required to engage with applicants for certification throughout the application process and prior to such applications as necessary and respond to queries regarding the certification of HE CHP plants.
The successful tenderer will engage with the CER as necessary and appropriate on this matter and attend meetings with applicants/potential applicants/certified parties with and/or on behalf of the CER as required or as requested by CER. Certification will be carried out in accordance with relevant legislation, CER decisions namely CER/12/125, CER policies, procedures and guidelines.
The contract will be on a draw down (call-off) basis, at agreed fixed charge per person per hour and per day (to be quoted in the tender).
The successful tenderer will be required to provide detailed invoices to the CER on a monthly basis (at no cost to the CER), to include:
1. Billing Narrative to include time, date, and duration of time spent by service provider’s personnel in relation to each aspect of work;
2. Name of instructing contact / date of instruction;
3. CER Purchase Order (PO) number and
4. A brief Overview note, this should include details of on-going running total of expenditure incurred on the provision of the particular matter.
In addition to this invoicing information, CER shall be entitled to establish such monitoring and budgetary arrangements in relation to the operation of the contract as it may reasonably deem appropriate.
A grouping, if successful, must contract as a single entity, having joint and severable liability.
