Multi Party Framework Agreements for Noise Monitoring Services (2 Lots)

This award procedure relates to the execution of acoustic surveys in County Wexford to assess compliance with planning conditions and investigate noise nuisance complaints.
Both frameworks will operate for a maximum of 4 years with 3 operators admitted to each framework. Lot 1 being worth approximately €400,000 over the 4 year life of the framework and Lot 2 being worth €200,000 over the 4 year life of the framework.
Lot 1 – Noise Monitoring Services (Wind Farms)
Description:
This will involve measuring sound around a number of wind farm sites for a variety of parameters and the compilation of an assessment report from the results of these surveys. The scope of services involves inter-alia the continuous simultaneous acoustic monitoring at up to 4 wind farm sites which will require a minimum of 12 noise meters to be deployed under the initial contract. This will include an assessment report for each wind farm addressing their compliance regarding noise emissions under the following headings:
1. Compliance with planning conditions on the wind farms being tested,
2. Compliance with the Dept of Environment, Community and Local Government’s Wind Energy Development Guidelines 2006,
3. Comment on the sound with regard to World Health Organisation standards,
4. Comment on the existence or otherwise of noise nuisance
There are 10 functioning wind farms in County Wexford and it is envisaged that they all will be monitored over the period of the framework.

Description
This will involve general noise monitoring of industrial /commercial premises following complaints regarding noise emissions or to assess the existence or otherwise of noise nuisance.

A grouping if successful must contract as a single entity having joint and several liability.
Members invited to join the framework agreements will be required to sign and accept the framework agreement terms and conditions, which will be provided at the tender stage.

1) This award procedure is being conducted by Achilles Procurement Services Ltd (on behalf of Wexford County Council), who may only be contacted via email at acoustics@achilles.com
2) Interested parties must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications. All information relating to attachments, including clarifications and changes, will be published on the Irish Government Procurement Opportunities Portal (www.etenders.gov.ie) only. Registration is free of charge. The contracting authority will not accept responsibility for information relayed (or not relayed) via third parties
3) This is the sole call for competition for this service.
4) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.
5) It will be a condition of award that candidates are tax compliant and are in a position to produce a valid tax clearance certificate from the Revenue Commissioners when requested.
6) If for any reason it is not possible to admit to the framework agreement one or more of the tenderers invited following the conclusion of this competitive process, the contracting authority reserves the right to invite the next highest scoring tenderer to join the framework agreement as appropriate.
7) At its absolute discretion, the contracting authority may elect to terminate this procurement process, the framework agreement or any contract awarded under the framework agreement at any time.
8) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information. Therefore, candidates are advised to ensure that they return fully completed questionnaires in order to avoid the risk of elimination from the competition.
The contracting authority will not conclude this framework agreement (and the reviewable public contract) to which a standstill period applies in accordance with Irish Statutory Instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned candidates and tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically or by fax and 16 calendar days where these are sent by any other means.
