    Short description of the contract or purchase(s)

    The HSE wishes to procure and establish a multi-vendor Framework Agreement appointing qualified and competent service providers to meet the HSE requirements for Operating Theatre Tables and associated accessories. This process selects and appoints these service providers by Lot based on a Qualitative Selection Criteria for appointment to the Framework and Criteria for Award of Appointment to Framework.

    Total quantity or scope:

    The HSE wishes to procure and establish a multi-vendor National Framework Agreement appointing qualified and competent economic providers to meet the HSE requirements for Operating Theatre Tables Equipment & and Associated Accessories..

    This National Framework Agreement is designed to support both the interim and longer term requirements of the HSE with regard to any future reconfigurations.

    The parties eligible for this Fixed Price Agreement are:

    • Ministers of the Government of Ireland, Central Government Departments, Offices and non-commercial Agencies and Organisations which have a formal reporting and legal relationship to Central Government Departments, including all local authorities in Ireland (themselves including Town Councils, regional assemblies, county enterprise boards and library bodies)

    • Contracting authorities in the Irish health sector including the Health Service Executive (HSE), other HSE funded agencies and the Health Information and Quality Authority (HIQA)

    • Contracting authorities which are third Level Education Institutions (including universities and institutes of technology), vocational education committees (VECs) and VEC schools and primary, post-primary, special and secondary schools as well as VECs acting on behalf of school, groups and clusters of schools in centres

    • An Garda Siochána (Police)

    • The Irish Prison Service;

    • Defence Forces and

    • The National Lottery Company Limited”.

    Please note that HSE Procurement are managing this process on behalf of HSE locations nationally, organisations funded by the HSE and other publicly funded agencies, as listed above.

    An Economic Provider may be appointed to more than one, or all Lots, under this Framework. Economic Providers will be appointed to the framework, on a Lot by Lot basis, in accordance with their ranking against the Award Criteria set out in Section 2.3 of this document.

    Appointees will then be invited to tender by means of Mini Competition and will be requested to meet service needs throughout the lifetime of the Framework Agreement.

    It is envisaged that a very substantial amount of the HSE’s requirements over the life time of the Framework Agreement will be procured through this Framework Agreement.

    The HSE may carry out mini-competitions from this framework on a national, regional, Hospital Group or Community Health Care Organisational basis. This will depend on the lot in question and will be decided at the mini-competition stage.
