    The Department invites expressions of interest from companies interested in tendering for the provision of Application Development & Support services to maintain the NVDF’s current Openroad, web services and online applications (the “Services”).

    It is proposed to create a single provider framework agreement to cover these and related services (the “Framework Agreement”).

    Total quantity or scope:

    In principle, the scope of the Framework Agreement includes all Services and personnel that the Department may require from time to time in connection with its Application Development and Support services in addition to ad hoc ICT services or requests. The Framework Agreement will include within its scope all of the DVCSD’s requirements in this respect from time to time, including (without prejudice to the generality of the foregoing) the provision of bespoke project work and ICT project managed development and service days.

    The Framework Agreement will be for a maximum of 3 years however, call-off contracts awarded under it may extend beyond the term of the Framework Agreement.

    Some of the Services under the Framework Agreement will be required on an on-going basis whilst others will be required as needs arise to meet the ICT demands of the DVCSD and the Department.

    The Department will generally award separate call-off contracts for individual project work as needs arise from time to time. However, it may alternatively include such projects within the scope of the Application Development & Support service call-off contract by application of a change request procedure in that contract where it considers this more appropriate in any given case.

    The Department will have the right under the Framework Agreement and relevant call-off contracts to increase or decrease the scope of the service in line with its fluctuating requirements from time to time, subject to the requirements of applicable law.
