A Single operator framework agreement for the supply of cleaning services
Dublin 7
National Museum of Ireland will require the successful operator to be in a position to provide cleaning services at the following locations:
• National Museum, Collins Barracks, Benburb St, Dublin7
• The Museum of Country Life, Turlough Park House, Castlebar, Co Mayo
• National Museum Collection and Resource Centre Swords, Co Dublin
• National Museum of Ireland, Kildare St and Merrion St
• National Museum Storage Facility, Beggars Bush
Tenders should note that this specification in respect of the services required may apply in full or in part to other Dublin site/s, should this be required during the lifetime of the framework.

Specific Requirements
Please Note: The services described below are merly indicativeof the final requirements and a more detailed scope of services will be provided in the tender document.
Equipment and consumables
•All equipment required to carry out the contract must be provided by the contractor.
Staff
Tenderers must ensure and be in a position to demonstrate and verify the following:
•That all staff proposed are trained as required by legislation and regulation. And have received comprehensive training as required.
•That all staff must be provided with a uniform and must be in uniform at all times while on duty. Uniforms must be maintained to the standards agreed with NMI at all times.
NOTE: The Acquired Rights Directive / Transfer of Undertakings and Protection of Employees may apply to the personnel currently employed on the services. Details will be supplied at tender stage. It will be a condition of contract that the successful operator accepts full responsibility, as part of their tender proposal, for any obligations arising under Directive 2001/23/EC as transposed into Irish law by Statutory Instrument

If the applicant is a consortium or grouping of members, the tenderer must specify the commercial and legal relationship (if any) amongst its members and any agreements giving effect to same. The contracting authority reserves the right to request copies of any such agreements.
The contracting authority reserves the right, at its absolute discretion, to require a lead firm to contract, either:
-on the basis of joint and several liability with each other of the tenderer executing the contract; or
- with a particular single member or the tenderer as the prime contractor, with the other members providing collateral warranties and/or guarantees; or
- as an incorporated or unincorporated special purchase vehicle, with collateral warranties and/or guarantees from the members of the tenderer.

Based on the evaluation of responses to the questionnaire and the rules contained therein.
1) The contracting authority will not be responsible for any costs, charges or expenses incurred by tenderers in response to this competition.
2) The award of the contract will be subject to the approval of the competent authorities.
3). If for any reason it is not possible to conclude the contract with the successful tenderer, or if having concluded the contract the contracting authority decides to terminate the appointment of the successful tenderer, the contracting authority reserves the right to award the contract to the next highest scoring tenderer on the basis of the same terms as tendered by that party at any time during the tender validity period. This shall be without prejudice to the right of the contracting entity to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion.
4) At its absolute discretion, the contracting authority may elect to terminate this procurement process or the contract agreement at any time.
