The Implementation of a Blood Sciences Laboratory Solution

This competition concerns a blood sciences laboratory service within the broader context of the Clinical Directorate of Laboratory Medicine at Beaumont Hospital. The Contracting Authority envisions that the solution ultimately procured will comprise a combined automated tracked solution for the pre-analytical, analytical, and post-analytical aspects of a Blood Sciences Laboratory Service. At a minimum, it is anticipated that this will include Chemistry (including ISEs), Immunoassay platform(s), Haematology, Coagulation and, if feasible, Immunology. The installed solution must be capable of handling the Contracting Authority’s current workload plus expected growth of 8-10% per annum. The solution must be future-proofed to handle additional workload projections, including those imposed by any service expansion arising in the likely event of Beaumont Hospital being designated as a Hub laboratory, or any other changes brought about under the national laboratory modernisation programme. The installed solution must be capable of handling the Contracting Authority’s current workload plus expected growth of 8-10% per annum. The solution must be future-proofed to handle additional workload projections, including those imposed by any service expansion arising in the likely event of Beaumont Hospital being designated as a Hub laboratory, or any other changes brought about under the national laboratory modernisation programme. The maximum potential duration of any contract to be awarded as a result of this competitive process will be 15 years. However, the precise structure and duration of this contract will be formulated by the Contracting Authority during the dialogue phase of the competition. Matters to be considered in this regard will include minimum committed durations, the number and frequency of optional extensions and the overall suitability of various contract terms.

Any temporary grouping must appoint a single member who will assume overall responsibility this contract and who is authorised to enter into and sign a contract on behalf of all members. The Contracting Authority will not act as an arbitrator between members of such a grouping. If successful in the competition, the grouping in question will be expected to establish itself as a legal entity, with each party being jointly and severally liable, prior to the formal conclusion of the contract.

As the subject-matter of this competition constitutes an Annex IIB service, no statutory ‘standstill period‘ is applicable to this competition. Nonetheless, the Contracting Authority, on a strictly voluntary basis, will observe a standstill period of fourteen calendar days between the date of notification of all concerned tenderers and the formal conclusion of this contract. This fourteen-day period will commence on the day after the date of electronic notification of all concerned tenderers.
