15/026 - Sligo and Environs Water Supply Scheme – Foxes Den / Cairns Hill Water Treatment Plants DBO Contract

Irish Water, on behalf of Ervia, plan to undertake the upgrade of the existing Foxes Den Water Treatment Plant (WTP) and to decommission the existing Cairns Hill WTP together with associated ancillary works as part of the Sligo and Environs Water Supply Scheme – Foxes Den / Cairns Hill Water Treatment Plants DBO Contract.
The planned works are necessary to facilitate the efficient supply of water to consumers while also eliminating water quality issues associated with the Cairns Hill WTP. The project will ensure compliance with EU Directives, Irish National Standards and Regulations relating to treated water for human consumption.
It is intended that the works will be implemented under a Design, Build and Operate (“DBO”) Contract.
The contracts consists of the design, construction, commissioning, testing, operation and maintenance of the following:
• Upgrade of existing Foxes Den intake and raw water pumping station
• Refurbishment and upgrade of the existing Foxes Den Water Treatment Plant to ensure a minimum WTP output of 11,500m3/d is delivered into supply.
• Interim operation of the existing works during the Design-Build Period
• Decommissioning of existing Cairns Hill Water Treatment Plant
• Associated Site works and Landscaping Works
• Operation and maintenance of the works for a 3 year period with the option to extend for a further period of up to 2 years at the sole discretion of the Contracting Entity.
The operation and maintenance of the works will include the operation and maintenance of the water treatment plant together with associated works and may include the operation of outlying pumping stations and reservoirs. Full details will be provided in the ITTs.

Requests to participate may be submitted by single entities or by groups of service providers. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Bord Gáis Éireann/Ervia considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Bord Gáis Éireann/ Ervia also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Bord Gáis Éireann/Ervia considers appropriate.
If any of the conditions set out in Regulation 53(1) of The European Communities (Award of Public Authorities Contract) Regulations apply to the applicant, the applicant will be excluded from the competition.

A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Shared Services Procurement Manager to Janet.Swayne@ervia.ie
The Questionnaire will cover the financial, economic and technical capacity of candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 17.00hrs Tuesday 19th May 2015. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
