Multi-Party Framework Agreement for External Loan Assessors

The Contracting Authority is seeking to establish a multi-party framework agreement for External Loan Assessors. The successful framework members will be required to;
- Establish demonstrable repayment capacity to service the loan (evidence based).
- Determine Promoter knowledge in terms of skills/training on the sector being targeted (evidence based).
- Ascertain applicant credit history – demonstrated honourable credit history and evidence of arrangements with other Credit Institutions.
- Seek additional information from applicant either by way of email/telephone/letter.
- Schedule interview to establish:
• Viability of the business plan
• Promoter skills
• Business experience
• Character and commitment
• Motivation and ability to repay and determination to succeed

Current transactions are estimated at 2,000 per annum.
The framework will be established for 2 years with one option to extend for an additional 2 years, subject to satisfactory performance and the on-going demand for the services.

If the tenderer is a consortium or grouping of members, the tenderer must specify the commercial and legal relationship (if any) amongst its members and any agreements giving effect to same. The Contracting Authority reserves the right to request copies of any such agreements.
If it is intended to subcontract then the structure of the sub-contract relationship should be stated.

1. The closing date for receipt of queries concerning the competition is 07.04.2015 at 17:00 hrs (Irish time). All queries should be sent via the e-tenders messaging facility.
2. The Contracting Authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers in response to this competition.
3. Establishment of the framework agreement will be subject to the approval of the competent authorities.
4. If for any reason it is not possible to conclude the framework agreement with the successful tenderer designate emerging from this competitive process, or if having concluded the framework agreement the Contracting Authority decides to terminate that agreement, the Contracting Authority reserves the right to admit the next highest scoring tenderer to the framework agreement on the basis of the same terms and as tendered by that party, at any time during the tender validity period.
5. At its absolute discretion, the contracting authority may elect to terminate this procurement process or the concluded framework at any time.
