Provision of Personal Assistant, Specialist Driver and Occupational Therapy Services for the Disability Support Service, NUI Galway

The Disability Support Service, located in Áras Uí Chathail on the main campus, provides supports to over 530 full and part time students with disabilities. Please note that this figure is indicative only - as numbers requiring these services vary with each academic year. This tender is to appoint service providers for
Lot1: Personal Assistant Services (PA) and Specialist Transport Services; and Lot 2: Occupational Therapy (OT) Services for the Disability Support Service at the National University of Ireland, Galway. Full details are available in the Invitation to Tender document.
As per Invitation to Tender document
The purpose of a Personal Assistant is to assist a person with a physical or sensory disability so they may engage in their studies at third level education. The primary responsibility of a Personal Assistant is to assist the student with a disability with educational tasks that the student cannot complete independently. The Personal Assistant will be required to perform various services to each student on a day to day basis. The Provision of transport for students upon request by the Disability Support Service for journeys using an accessible vehicle is required.
The purpose of a Occupation Therapy Service is to assist a student with mental health difficulties, autism spectrum disorder and/or Attention Deficit Disorder or other complex difficulties so they may engage in their studies at third level education.

Where a group of undertakings submit a Tender response, NUI Galway will deal with all matters relating to this public procurement competition through the entity who will carry overall responsibility for the performance of the contract only (“Prime Contractor”), irrespective of whether or not tasks are to be performed by a subcontractor and/or consortium member.

Programme 2007-2013.

- Closing date for receipt of queries is Wednesday, 8th April 2015.
- Closing date for receipt of tender submissions is 10am on Thursday, 16th April 2015.
- Should there be any changes to the proposed funding, the contracting authority reserves the right not to continue with the proposed purchase, or to alter requirements in line with the availability of funding.
- NUI Galway will not reimburse any costs incurred in either completing the application, attending interview or preparation of tender submissions.
- This is the sole call for competition for this contract
- It will be a condition of establishment of the agreement that tenderers and all sub-contractors produce a valid Tax Clearance Certificate from the Irish Revenue Commissioners as part of their application for participation in the competition
- at its absolute discretion, the contracting authority may elect to terminate this procurement process, or any contract awarded at any time
- without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of tenders with missing or incomplete information. Therefore, tenderers are advised to ensure that they return fully completed tender documents in order to avoid risk of elimination from the competition
- The lowest or indeed any tender need not necessarily be accepted.
- Due to resourcing constraints, NUI Galway will not be offering individual debriefing meetings to unsuccessful bidders.
Lodging of Appeals: The contracting authority will not conclude the award of contract, to which a standstill period applies in accordance with Irish Statutory Instrument SI 130 of 2010, until after the delivery of the standstill period which commences on the day following the date of notification of concerned candidates and tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically or by fax, or 16 calendar days where these are sent by any other means.
