Process for the Designation of an Electrical Safety Supervisory Body

The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland’s public water and wastewater system. As provided for under the Electricity Act 1999 (as amended), the CER is operating a Designation Process in order to determine what party (if any), it shall appoint as an Electrical Safety Supervisory Body to operate from January 2016 for a seven (7) year period. The Electricity Regulation Act 1999 (as amended) requires that the CER shall only designate a party as an Electrical Safety Supervisory Body where it is satisfied that such party is capable of complying with the requirements of the Criteria Document (CER/13/098). The principal functions of the Electrical Safety Supervisory Body shall include, without limitation, the registration of electrical contractors and, the inspection, auditing and monitoring of electrical contractors and their works and activities. The designation is for an period of seven years (see further the ITT and in particular, Section 2.7).
The CER may require the Successful Tenderer’s Members to provide guarantees and/or collateral warranties to the CER

This process is for the appointment of a body for a period of seven (7) years. It is currently envisaged that a further process shall be embarked upon towards the expiry of that contract period.
Please note that the there is no CPV code which is exactly suited to the nature of functions or services of an ESSB.
As such, the CPV codes provided are included by way of guidance with regard to (i) the nature of an ESSB in a very general sense; and (ii) the relevant industry and works which will be subject to inspection, audting and monitoring by an ESSB, but do not accurately describe the functions or services to be provided by an ESSB.
