Professional Services Multi-Disciplinary Team - Architects, Quantity Surveyors and Mechanical & Electrical

Fáilte Ireland is seeking establish three Framework Agreements for the provision of Professional Services by Multi-disciplinary Teams. The successful tenderer will comprise a multi-disciplinary team which can comprehensively provide all the inputs and expertise necessary to deliver the requirements to the highest quality.
It is intended to appoint a single professional team to each Lot to include at a minimum 1) Architects, 2) Quantity Surveyors and 3) Mechanical & Electrical Engineers. Other support services may also be required and it is Fáilte Ireland’s requirement that the professional team appointed will source and manage such support services as required (see table 1 below for potential additional services required). A multi-party Framework Agreement has been established for Building Contractors under a separate tender procedure. The requirements in this regard have been divided into a number of lots as follows:
Lot 1 - Multi-Disciplinary Team for Innovative Design Projects
Lot 2 – Multi-Disciplinary Team to monitor Capital Projects funded by a future Tourism capital grant scheme
Lot 3 – Multi-Disciplinary Team for general corporate requirements
It is Fáilte Ireland’s requirement that one of the multi-disciplinary team (1-3 above) should act as the Lead Firm and subcontract, if required, to other team members for additional resources. The team will be required to provide services to Fáilte Ireland on various projects commencing mid-2015.
The duration of the framework agreements will be for 4 years, subject to annual review and budget availability. For the avoidance of doubt, it should be stated that the period for delivery of any subsequent contracts entered into under the framework may extend beyond the date of expiry of the framework.
This is a requirement for a multi-disciplinary team for design requirements for innovative tourism initiatives in which Fáilte Ireland may be involved. These could include Discovery Points or Embarkation Points, for example along the Wild Atlantic Way or other initiatives or projects. The designs for these requirements must be in harmony with and sympathetic to the local environment in which they are located. A background to the Wild Atlantic Way is below however there may also be requirements for other projects elsewhere in Ireland.

Our emphasis is on strategic partnership, with all the interests in Irish tourism at national, regional and local levels working together towards a common goal. Investing in the core tourism product – activities and attractions – continues to be a priority for Irish tourism. This investment supports the important “things to see and do” that are the principal drivers of tourism traffic to Ireland. The portfolio of available activities and attractions, their quality and condition, are strong determinants of consumer travel decisions, and so need to be developed, presented and interpreted to the highest standard. To this end, Fáilte Ireland is regularly allocated Exchequer funds to stimulate investment in tourism development projects of international standing.
Fáilte Ireland generally supports/stimulates investment in tourism projects by way of capital grants. This is achieved through capital investment schemes administered by Fáilte Ireland on behalf of the Exchequer.
Currently, there is no capital investment programme open. The Tourism Capital Investment Programme 2007 – 2013 is winding down as all the funds have been allocated. However, one may be put in place in the short - to medium-term. Until recently the Tourism Capital Investment Programme 2007-2013 (TCIP 2007-2013) was in place. The programme was established to develop, upgrade and enhance the tourism product in Ireland. The programme was established to provide funding for tourism projects under three distinct categories:
• Attractions
• Activities and adventure
• Infrastructure.
To date, approximately €125m has been invested in over 310 projects under the TCIP 2006-2013. Attached in Appendix X is a list of projects that have been awarded funding.
The successful tenderer will be required to provide advice to the Capital Investment Unit on selected applications / submissions for future capital grant programmes. This includes but is not limited to appropriateness, feasibility, cost and compliance with statutory requirements and to ensure the projects are delivered as approved by Fáilte Ireland.

Fáilte Ireland owns and occupies more than 60 premises throughout Ireland (for example administrative offices, tourist information offices, listed building etc. ) and has an ongoing requirement for refurbishment, renovation, repair work, re-fits and fit-out of these premises and other premises that may be acquired. Typical project values range from €300k to €950k.
Fáilte Ireland would also require the expertise of the Multi-Disciplinary team for work on various projects and tourism initiatives for the duration of the contract.
The renovation, relocations and/or fit-outs will require possible internal and external re-design and renovations.

Additional Information - Framework
1) Interested parties must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications. All information relating to attachments, including clarifications and changes, will be published on the Irish Government Procurement Opportunities Portal (www.etenders.gov.ie) only. Registration is free of charge. The contracting authority will not accept responsibility for information relayed (or not relayed) via third parties
2) This is the sole call for competition for this service.
3) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates, participants or tenderers.
4) Establishment of the framework will be subject to the approval of the competent authorities.
5) If for any reason it is not possible to conclude the framework agreement with the designated successful tenderer emerging from this competitive process; or if having concluded the framework agreement the contracting authority considers that the successful tenderer has not met, or cannot meet its obligations; the contracting authority reserves the right to admit the next highest scoring tenderer to the framework on the basis of the same terms at any time during the tender validity period. This shall be without prejudice to the right of the contracting authority to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion.
6) At its absolute discretion, the contracting authority may elect to terminate this procurement process, the framework agreement or any contract awarded under the framework agreement at any time.
7) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information. Therefore, candidates are advised to ensure that they return FULLY COMPLETED questionnaires in order to avoid the risk of elimination from the competition at the application stage.
The contracting authority will not conclude this framework agreement to which a standstill period applies in accordance with Irish Statutory Instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned candidates and tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically or by fax and 16 calendar days where these are sent by any other means. The Statutory Instrument mentioned above provides that review procedures are available in the High Court to a person who has or has had an interest in obtaining the framework agreement and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the law in relation to that framework agreement.
