    Short description of the contract or purchase(s)

    Dublin City, the capital city of Ireland, has 4 administrative local authorities, each of which provides a range of services to its own population including a library service, namely: Dublin City Public Libraries (DCPL); Dun Laoghaire Rathdown Libraries (DLR Libraries); Fingal Libraries and South Dublin Libraries.

    Dublin City Council will be facilitating the establishment of this framework agreement on behalf of itself and the Local Authorities listed hereunder who will be parties to the framework.

    This framework agreement, for the management of periodical supply and delivery, will be established for 2 years with provision to renew annually to a maximum of 4 years.

    Titles held in all the library authorities range from leisure titles to business, music, and Irish titles for the special services. Periodicals are available in all branch libraries and specialist services in each of the library authorities.

    Dublin City Council will be facilitating the establishment of this framework agreement on behalf of itself and the Local Authorities listed hereunder who will be parties to the framework.

    These authorities will be known as the framework purchasers. Any contracts entered into on foot of the framework agreement will be strictly between each framework purchaser and the chosen framework operator.

    Under this framework no obligation whatsoever exists on any of these framework purchasers to award any contract. Contract awards will be a matter solely for the framework purchaser in question at any time over the life of the framework.

    For the avoidance of doubt Dublin City Council will not be responsible for brokering any agreement between other framework purchasers and the framework operators.

    This framework agreement, for the management of periodical supply and delivery, will be established for 2 years with provision to renew annually to a maximum of 4 years.

    Additional Information – Dublin City Council

    1. Dublin City Council is subject to the provisions of the Freedom of Information Act (FOI) 1997, 2003. If you consider that any of the information supplied by you is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for the sensitivity specified. In such cases, the relevant material, will in response to the FOI request; be examined in the light of the exemptions provided for in the Acts.

    2. It will be a condition for the award of any contract by Dublin City Council that the successful Tenderer and all sub-contractors (if applicable) produce a valid Tax Clearance Certificate from the Revenue Commissioners in compliance with Circular (43) 2006 (or as amended) and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.

    3. Suppliers must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications.

    4. Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words “or equivalent“ will always be appended.

The framework agreement is primarily for use by Dublin City Public Libraries, Dún Laoghaire-Rathdown Libraries, Fingal Libraries and South Dublin Libraries, but may also be extended for use by other divisions of Dublin City Council, Dún Laoghaire-Rathdown County Council, Fingal County Council and South Dublin County Council as requirements arise.
