Information Security Consultancy Support for National Smart Meter Rollout

The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland’s public water and wastewater system. Following the publication of the decision on the High Level Design and the progression to the detailed design phase (Phase 3) of the National Smart Metering Programme (NSMP), the CER requires expert consultancy support in order to advise on the Information Security considerations for the NSMP, in relation to the end to end smart metering solution. The successful tenderer will be required to provide expert technical advice (on a draw down basis) to the CER with regard to the following:
1. Information security issues across the full end to end smart metering solution and appropriate recommendations to ensure a robust solution. The end to end solution encompasses communications, meters, in home devices and pairing to gas and microgenerator information;
2. Advice re the adequacy of stakeholder security plans.
This work will be delivered on a draw down basis up to a maximum of 225 man- days. The duration of the drawdown for this work will be for the period of up to two years from the commencement of the contract – currently forecast to be April 2015 to April 2017. The contract will be on a draw down basis, at agreed fixed charge per person per hour and per day.
The successful tenderer will report to the CER Regulatory Manager. The Information Security Lead will provide the CER Regulatory Manager with a report of monthly updates of actual days support incurred and plans for month ahead. Invoices for this element of the contract should be issued monthly, and should be accompanied by an outcome report (i.e. elements worked on, advice delivered etc.)
In addition to this invoicing information, CER shall be entitled to establish such monitoring and budgetary arrangements in relation to the operation of the contract as they may reasonably deem appropriate.
The Commission for Energy Regulation operates in accordance with the European Communities (Late Payment in Commercial Transactions) Regulations 2002.
A grouping, if successful, must contract as a single entity, having joint and severable liability.
