    In this instance it is anticipated that the proposed service will be required for a period significantly in excess of 3 years, and together with the anticipated change or expansion of the range of features would necessitate that the successful service provider should be available to continue the management of the service for a period of 6 years thus future proofing the delivery of the service requirement.

    Short description of the contract or purchase(s)

    Following on from the Expert Group on Future Skills Needs Report, November

    2013, the ICT Skills Action Plan 2014 and the 2015 Action Plan for Jobs

    (http://www.djei.ie/publications/2015APJ_Table_of_Actions.pdf) included a call for

    an action (action 5 in the report to Devise and implement a programme around a

    single website portal, through industry and agencies working together, to attract

    international technical talent ). A national programme for the Design, Development

    and Operation of a National Talent Branding Programme and associated online

    (Digital) presence has now been approved and will be overseen by a delivery

    team, which includes representatives from key stakeholders - Enterprise Ireland,

    the IDA and industry - and is under the direction of a Steering Committee co-

    chaired by the Department of Jobs, Enterprise & Innovation and the Department

    of Education and Science.

    Enterprise Ireland is undertaking a competitive tendering process, on behalf of all

    stakeholders, seeking to enter into a framework with a single provider or

    consortium to meet its requirements for the design, development, operation and

    effective impact monitoring of this programme. The budget allows for an initial

    capital expenditure and ongoing operational costs. Furthermore, the successful

    tender will need to propose a set of leading and lagging performance indicators

    (direct and indirect) for monitoring and measuring success of the programme

    against its overall objectives.

    While the focus of this particular programme is the attraction of specific niche top

    tech skills, it is intended that the framework and infrastructure delivered will be

    re-used to address future talent gaps in other areas as the needs arise. To this

    end the brand, platforms, operating model and any IP created will remain in the

    ownership of Enterprise Ireland.

    8) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of questionnaires with missing or incomplete information.     Lodging of appeals

    Precise information on deadline(s) for lodging appeals:

    The contracting authority will not conclude this framework agreement (and the reviewable public contract) to which a standstill period applies in accordance with Irish Statutory Instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned candidates and tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically or by fax and 16 calendar days where these are sent by any other means. The Statutory Instrument mentioned above provides that review procedures are available in the High Court to a person who has or has had an interest in obtaining the framework agreement (including the reviewable public contract and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the law in relation to that framework agreement and reviewable public contract.
