Design, Installation and operation of CHP Plant at UCD
Belfield
UCD requires the market to propose a solution for the design, installation, operation and maintenance of a CHP package that best suits UCD’s goals as outlined . The primary goal of this project is to reduce UCD’s energy consumption and provide long-term energy management solutions. It is likely that UCD will be entering into a long-term contract (maximum fifteen years) with the successful candidate for the supply, commissioning and operation of new CHP high efficient plant, with an energy performance contract (EPC) component. In addition, the contract will also include the long-term operation and support services required for existing UCD owned CHP plant.
Any proposed system will be required to integrate successfully with UCD’s existing energy infrastructure and energy demand in the most economical way.
It is likely that UCD will be entering into a long-term contract (maximum fifteen years) with the successful candidate for the supply, commissioning and operation of new CHP high efficient plant, with an energy performance contract (EPC) component. In addition, the contract will also include the long-term operation and support services required for existing UCD owned CHP plant. The estimated expenditure over the maximum potential lifetime of the contract is between €5 000 000 and €6 500 000

Applicants for qualification may include individuals, partnerships, limited companies, groupings and/or any combination of the foregoing with or without legal personality. However a grouping, if successful, may be required to establish legal personality in order to deliver the contract.

Responses to the Questionnaire will be assessed in accordance with the selection criteria, weightings and minimum rules summarised in Section A of the document. It is envisaged that a minimum of four scoring candidates (subject to the number and quality of applications received) that also meet the minimum requirements will be invited to participate in the Dialogue stage.

The Contracting Authority will not conclude this reviewable public contract to which a standstill period applies in accordance with Irish Statutory Instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned candidates and tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically or by fax and 16 calendar days where sent by any other means. The Statutory Instrument mentioned above provides that review procedures are available in the High Court to a person who has or has had an interest in obtaining the contract and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the law in relation to that contract.
