Central Content Commission Agency Services - Appointment to a Single-party Framework Agreement

Tourism Ireland wishes to enter into a single-party framework agreement with a Supplier for Central Content Commissioning Agency Services. The Content Commissioning Agency will be an over-arching agency that will manage all aspects of content sourcing, generation and management that Tourism Ireland will require for its online and offline promotional activities. The scope of this content will include (but is not be limited to) photography, print copy, web copy, design services, advertising sales, video, music, social media content, Facebook and mobile apps. Service provision will also include design, web/social and copy editorial, advertising sales, translation and localisation services. Though the appointed Content Commissioning Agency will itself have content generation resources/abilities, it is envisaged that the agency will have or develop a list of sub-contractors from which content – across a wide range of formats and type – will be able to be sourced. The Content Commissioning Agency will also be required to assist in working with an existing content asset management and delivery system set up by Tourism Ireland and our partner agency Fáilte Ireland.
The Contract Period will be for three years, renewable annually subject to budget and annual performance review, and other factors. The contract may be extended on an annual basis at the option of the contracting authority for one further year only. It is anticipated that work under the Contract will commence in September 2015.

Candidates are referred to the conditions set out in the Instructions Document.
(1) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.
(2) All candidates will be required to provide statements of accounts or extracts from those accounts relating to their business.
As detailed in the Instructions Document - Suitability Criteria. It is anticipated that a minimum of 5 candidates will be shortlisted and invited to submit tenders but this is subject to the quality of applications received.

Requests to Participate must be submitted in hard copy and must be sent in clearly marked envelopes. Please return the original signed Request to Participate plus three (3) copies (four (4) hard copies in total) plus a ‘soft’ digital copy on memory stick.
Tourism Ireland cannot accept responsibility for applications that are lost or damaged in the post.
Late applications will not be accepted. Applications by fax or by email will not be accepted.
Tourism Ireland will not be responsible for costs, charges or expenses incurred by participants, whether or not a final contract is awarded.
Tourism Ireland reserves the right to have its partners avail of the services under this agreement, if required.
Tourism Ireland reserves the right to include content requirements on behalf of its partners under this contract.
Tourism Ireland is subject to the provisions of the Code of Practice on Freedom of Information for North South Implementation Bodies and Tourism Ireland.
Award of this contract will be subject to approval by the Board of Tourism Ireland.
Award of this contract will be subject to selected candidate being qualified for the purposes of the Fair Employment and Treatment (Northern Ireland) Order 1998, if based in Northern Ireland .
Award of this contract will be subject to selected candidate obtaining a Tax Clearance Certificate as required by the Irish Revenue Commissioners.
The contract will be subject to Irish law.
Tourism Ireland reserves the right without advance notice (and without giving reasons unless so required by law and without liability to the applicants) to amend or otherwise change the process or to terminate the process. This notice does not represent a commitment to enter into any contract(s).
