Single-Party Framework Agreement for the Provision of Internal Audit Services

The Contracting Authority intends to establish a framework agreement with a suitably qualified and experienced economic operator for the provision of internal audit services. The successful framework member will augment the Contracting Authority’s Internal Audit Function in the delivery of assurance and insight in respect of the effectiveness of the Contracting Authority’s governance, risk management and control environments. In executing this framework agreement, the successful framework member will adhere to the standards for Internal Audit set forth in the Code of Practice for the Governance of State Bodies and the Standards for the Professional Practice of Internal Auditors published by the Institute of Internal Auditors. It is anticipated that this framework agreement will be primarily utilised by Beaumont Hospital. However, all RCSI Hospitals (Connolly, The Rotunda, Cavan General, Monaghan, Louth County and Our Lady of Lourdes Hospital, Drogheda) may also avail of services under this framework agreement. No guarantee is offered or is to be inferred regarding the number of hospitals that will ultimately use this framework agreement or the volume of business to be placed with the successful framework member.
This framework agreement relates to the provision of internal audit services for a period of three years. It is anticipated that this framework agreement will be primarily utilised by Beaumont Hospital. If successful in this competition, a temporary grouping or partnership will be required to establish itself as a legal entity, with each party being jointly and severally liable to the Contracting Authority, prior to the establishment of the framework agreement.

All staff responsible for service delivery must be members of a Recognised Accountancy Body in accordance with Section 191 of the (Irish) Companies Act 1990.

The Contracting Authority will not establish this framework agreement for a period of fourteen calendar days commencing on the day after the date of electronic notification of all concerned tenderers. This ‘standstill period‘ will be observed in accordance with the provisions of S.I. 130 of 2010.
