#2340 - Single-Party Framework Agreement for the Provision of a Consolidated Facilities Management Service to St. Joseph‘s Hospital

The Contracting Authority intends to appoint a single service provider (or a grouping of distinct service providers) to provide a full suite of facilities management services to St. Joseph’s Hospital. In this regard, it is emphasised that a consolidated service is required, whereby all requirements across various disciplines can be delivered by the successful framework member. As described more fully in the associated Invitation to Tender document available to download from www.etenders.gov.ie, the required service comprises (i) the planned preventative maintenance of a variety of mechanical and electrical assets, (ii) a reactive repair service covering critical events and equipment failure and (iii) general facilities management duties regarding the upkeep and maintenance of the St. Joseph’s Hospital campus. It is anticipated that this framework agreement will be primarily utilised by St. Joseph’s Hospital. However, Beaumont Hospital and all RCSI Hospitals (Connolly, The Rotunda, Cavan General, Monaghan, Louth County and Our Lady of Lourdes Hospital, Drogheda) may also avail of services under this framework agreement.
This framework agreement will encompass all facilities management services required at St. Joseph‘s Hospital, Raheny, for a period of four years.

A grouping, if successful in this competition, will be required to establish itself as a legal entity, with each party being jointly and severally liable to the Contracting Authority, prior to the establishment of any framework agreement.

The Contracting Authority undertakes not to establish this framework agreement for a period of fourteen calendar days from the day after the date of electronic notification of all concerned tenderers. This ‘standstill period‘ is being observed in accordance with the provisions of S.I. No. 130 of 2010.
