    Tourism Ireland invites requests to participate from suitably qualified suppliers in relation to conducting an annual Communications and Advertising Research & Evaluation Services amongst Tourism Ireland’s primary targets in its main markets in the next 5 years (2015-19). This will involve diagnostically evaluating in-campaign executions, monitoring the effectiveness of market-level campaigns and guiding the development of future advertising/marketing/consumer communications collateral.

    The initial Contract Period will be for three [3] years subject to budget, annual performance review and other factors. Tourism Ireland may, at its discretion, opt to extend the contract annually for a further two [2] years, again subject to budget, annual performance review and other factors, up to a maximum Contract Period of five [5] years in total. It is anticipated that work under the Contract will commence in June 2015.

    All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and turnover in respect of the activities which are of a similar type to the subject matter of this notice.

    Details of relevant experience of the team/personnel involved in the project (role in the project, number of years experience in similar role, with a focus on similar projects worked on, education, area of expertise), providing CVs for each member of the team and confirmation of adequate resources to fulfill the contract.

    Additional information:

    It is anticipated that the contract will commence during June 2015 for a period of 3 years with an option at the sole discretion of Tourism Ireland to extend annually for a further 2 years, subject to the selected contractor providing a service to the satisfaction of Tourism Ireland. The contract will be subject to annual review.

    Tourism Ireland reserves the right to amend the content of any questionnaires.

    This is the first stage in a two-stage restricted procedure. Following evaluation of Requests to Participate received, a minimum of 5 shortlisted candidates will be invited to submit a detailed tender proposal (subject to the quality of submissions received).

    Requests to Participate (1 signed original and 3 hard copies plus 1 soft copy) must be delivered securely to the delivery address by the deadline detailed in this Contract Notice. Tourism Ireland will not accept or consider Requests to Participate delivered after this deadline.

    Tourism Ireland will not accept responsibility for Requests to Participate that are lost or damaged in the post.

    Tourism Ireland will not be responsible for costs, charges or expenses incurred by applicants, whether or not a final contract is awarded.

    Tourism Ireland is subject to the provisions of the Code of Practice on Freedom of Information for North South Implementation Bodies and Tourism Ireland, which is available on Tourism Ireland‘s website.

    Award of this contract will be subject to the selected candidate providing a current, valid Tax Clearance Certificate. Details of tax clearance for non-resident applicants will be detailed in the Invitation to Tender documentation.

    The contract will be subject to Irish law.

    Tourism Ireland reserves the right without advance notice (and without giving reasons unless so required by law and without liability to the applicants) to amend or otherwise change the process or to terminate the process.
