Single-Party Framework Agreement for the Provision of Staffing Services

As the subject-matter of the framework agreement comprises a non-priority (Annex IIB) service, this competition is not subject to the provisions of Directive 2004/18/EC regarding the maximum potential duration of framework agreements.
The frequency and value of contracts to be awarded under this framework agreement will vary in accordance with demand.
The Contracting Authority intends to appoint an employment agency to provide a range of employment-related services, including the provision of temporary agency staff. It is emphasised that the service delivered by the successful framework member will generally be governed by the European Directive on Temporary Agency Work (Directive 2008/104/EC), as transposed into Irish law by the Protection of Employees (Temporary Agency Work) Act 2012. While the Contracting Authority may utilise this framework agreement to source staff of varying levels of seniority and with differing skill-sets, qualifications and expertise, in the first instance, an initial twelve-month contract will be awarded for the provision of clerical staff, chefs, registrars and senior house officers.
This framework agreement, which has a maximum potential duration of six years, relates to the provision of staffing services.
