    Short description of the contract or purchase(s)

    The scope of requirements is as follows: to create a framework agreement for access to drafters to provide a private members’ Bill drafting service – or primary legislative drafting for private members (i.e., members who are not Ministers). The intention is to provide a resource of three drafters (service providers) who will operate in rotation (subject to satisfactorily meeting Qualification & Award Criteria), to be availed of by private members for the drafting of primary legislation, or Bills, in accordance with those members’ parliamentary and Constitutional prerogatives. A similar framework agreement has been in operation since 2012.
