Change Control Authority for National Smart Meter Programme

The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Ireland’s public water and wastewater system. The CER requires expert consultancy support as part of the National Smart Metering Programme (NSMP) in order to deliver the function of Change Control Authority. The CER, working closely with the Department of Communications, Energy and Natural Resources (DCENR), established the Smart Metering Programme which commenced with Phase 1 in 2008. Phase 2 (Requirements Definition) of the National Smart Metering Programme commenced in February 2013. The purpose of the Change Authority (CA) is to provide advice to the NSMP Project Managers Implementation Group (PMIG) when changes to agreed scope and/or programme timelines are being considered. The CA will review proposed changes with a view to identifying what form of impact assessment is required. The CA will be responsible for scheduling the required impact assessment and collating the responses. This service is also to be available to work streams. All changes to baselined scope are subject to the Change Authority process including those proposed by the SIIG, Department of Communications Energy & Natural Resources (DCENR) or the CER. The Change Authority operates in an advisory capacity and holds no decision making powers. Following a decision on the High Level Design and the progression to the detailed design phase the CER requires expert consultancy support (the ‘Support’) in order to deliver the function of the Change Authority within the NSMP. The role of Change Authority will also be expected to:
1. Respect the High Level Design the design of the end-to-end smart metering solution and each of its components to ensure it is robust, fit for purpose and will deliver the regulatory policy requirements (and hence consumer services) agreed by the CER.
2. Work with the Programme Manager to prioritise activities as necessary that will ensure delivery of the NSMP objectives.
3. Work closely with the Market Systems Subject Matter Expert to ensure the smart metering design principles are respected.
4. Work with the Programme Manager and work stream Project Managers and their Design/Technical Leads to ensure that all regulatory / business processes and ICT Systems / technology components, including technical interfaces between different entities (mainly electricity and gas network operators and suppliers), are designed appropriately and that the design decisions are consistent across the programme.
5. Ensure an appropriate change control process is operated effectively.
6. Provide impact analysis of design related change requests raised within the Programme.
7. Undertake ongoing review of quality, design and change processes to ensure that they are operating effectively and report weaknesses and non-compliance to the Programme Manager.
8. Chair and administer Change Authority meetings. Assign actions and follow up to resolution. Participate and provide input to PMIG meetings and SIIG as required.
9. Advise the CER on policy impacts.
The successful tender is expected to have reviewed and analysed the high level design decision and associated appendices before commencing the engagement.
It is proposed to put in place a contract for a period of 1 year with an option for renewal for up to a further 1 year at the discretion of the CER and subject to written agreement between the parties.
The Change Authority Lead will report to the CER Regulatory Manager. The Change Authority Lead will provide the CER Regulatory Manager with a report of monthly updates of actual days support incurred and plans for month ahead. Invoices for this element of the contract should be issued monthly, and should be accompanied by an outcome report (i.e. elements worked on, advice delivered etc.)
In addition to this invoicing information, CER shall be entitled to establish such monitoring and budgetary arrangements in relation to the operation of the contract as they may reasonably deem appropriate.
The Commission for Energy Regulation operates in accordance with the European Communities (Late Payment in Commercial Transactions) Regulations 2002.
A grouping, if successful, must contract as a single entity, having joint and severable liability.
