    Short description of the contract or purchase(s)

    IDA Ireland proposes to engage in a competitive process for the establishment of two single party framework agreements for: Lot 1 Strategic and Creative Services - to provide a professional service partner competent to respond to a marketing brief and develop a strategic direction and a consequent creative branded advertising approach to promote Ireland as a location for foreign direct investment including, but not limited to: • understanding each of the markets from where Ireland draws its investors and • developing and refining strategies to encourage more investment to Ireland and producing high quality creative advertising and communications campaigns for use in all appropriate media; To meets its corporate objectives IDA Ireland will operate an integrated campaign approach in addition to tactical campaigns 2-3 times per annum. All campaigns must support the new IDA Ireland strategy due to be launched in early 2015. The successful agency will be required to deliver output which is flexible and useable in all markets and across all media. Lot 2 Media Planning and Buying Services - to provide a professional service partner to work with IDA Ireland capable of: • understanding target audiences in all the target markets; • advising on the best way to target potential investors; • recommending media strategies to optimize and refine the media spend in each market; • purchasing media space on behalf of IDA Ireland and • shaping global media strategies and coordinating best practice across markets Media formats will cover TV, Radio, Outdoor, Digital Media (a growing emphasis) and Printed media formats (very small amounts)

    6) If for any reason it is not possible to admit to the framework agreement the tenderer invited following the conclusion of this competitive process, the contracting authority reserves the right to invite the next highest scoring tenderer to join the framework agreement.

    7) At its absolute discretion, the contracting authority may elect to terminate this procurement process, or any contract awarded at any time.

    8) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of tenders with missing or incomplete information. Therefore, tenderers are advised to ensure that they return FULLY COMPLETED documentation in order to avoid the risk of elimination from the competition.
