Award of a Service Concession for a Brokerage Service for the provision of an Income Continuance Scheme

Enterprise Ireland is facilitating this procurement relating to award of Service Concession for a Brokerage Service for the provision of an Income Continuance Scheme on behalf of the staff of Enterprise Ireland, IDA Ireland, Science Foundation Ireland, National Standards Authority of Ireland, Sustainable Energy Authority of Ireland and a small number of staff who were transferred into the Department of Jobs, Enterprise and Innovation and the Health and Safety Authority on the dissolution of Forfás.
The contract is a service concession and relates to the administration of a compulsory Group Income Continuance Scheme for staff who are employed in the various agencies.
Service Concession for a Brokerage Service for the provision of an Income Continuance Scheme on behalf of 1139 staff in a number of agencies.
The contract is for 3 years with the option to extend for a further 2 years.

Following receipt of the responses to the qualification questionnaire it is anticipated that the top 3 scoring applications will be invited to tender/negotiation, subject to that number qualifying.

1) Interested parties must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications. All information relating to attachments, including clarifications and changes, will be published on the Irish Government Procurement Opportunities Portal(www.etenders.gov.ie)only. Registration is free of charge. The contracting authority will not accept responsibility for information relayed (or not relayed) via third parties.
2) This is the sole call for competition for this service.
3) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.
4) It will be a condition of appointment that tenderers produce a valid Tax Clearance Certificate from the Irish Revenue Commissioners.
5) At its absolute discretion, the contracting authority may elect to terminate this procurement process at any time.
6) This notice is being published on a voluntary basis in the OJEU as the contract is for a service concession which is not covered by the Directive (2004/18/EC).
7) Please note that Enterprise Ireland reserves the right to have recourse to a staged procedure to gradually reduce the number of tenders to be negotiated.
