Contract for Banking Services for the Office of the Revenue Commissioners
Ireland
Revenue, the contracting authority, intends to award a contract for the provision of certain banking services to support the delivery of its activities. The scope of the service to be provided is in 2 Lots as follows: Electronic Payment Accounts and Cheque Drawing Accounts
The service comprises Category 6 business banking services. The scope of the services to be provided is in two lots as follows: Electronic Payment Accounts and Cheque Drawing Accounts It is anticipated that the contract will be awarded for a period of 4 years with an option to extend for a further two twenty four month periods, not to exceed eight years in total. The contract will be subject to annual review and satisfactory performance.

Revenue requires a range of electronic payment accounts and related banking facilities to support the following activities:
Electronic processing of Tax and Duty Refunds
Electronic processing of Payroll and Supplier Payments
In 2013, transactions to the value of €4,039m were processed through the in-scope Electronic Payment Accounts.
Up to a maximum of 8 years
Revenue’s strategy and preference is to use electronic funds transfer where possible but there remains a significant requirement for cheques relating to personal customers and, on a reducing basis, business customers. The cheque accounts services must support a high level of automation, with advanced bank reconciliation for integration to current Revenue systems. In 2013, transactions to the value of €830m were processed through the in-scope Cheque Drawing

Compliance with the usual time-limits would be rendered impracticable for reasons of urgency.
The contracting authority will not conclude these contracts to which a standstill period applies in accordance with Irish Statutory Instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned tenderers.
