Contract for the administrative, technical and financial services for the Biofuels Obligation Scheme

A contract for the provision of the administrative, technical, and financial services in respect of a Biofuels Obligation Scheme (“BOS“), including and without limitation, (i) to manage, operate and maintain the existing systems and processes that have been put in place for the day-to-day implementation of the provisions for the BOS legislation in a manner that meets the requirements of the BOS legislation and is carefully aligned to and fully integrated with the contracting authority‘s existing administration; (ii) to administer the BOS for an agreed period of time, including management of the biofuel obligation accounts, providing statements of account to biofuel account holders and product supply traceability audits; (iii) to carry out all of the functions required of the contracting authority to operate the BOS online system or other such system that may be used as an alternative; and (iv) to provide all other services relating to duties and obligations of the contracting authority which might be reasonably identifiable from the legislation.
Contract for the provision of administrative, technical and financial services in respect of a Biofuels Obligations Scheme in accordance with applicable legislation.
Tenders may be submitted by a single entity or by a group of service providers. Where a group of service providers submit a tender, it will be required to nominate a lead consultant to enter into the contract with the contracting authority at award stage. The lead consultant shall have primary liability for all the services required. Other members of the group shall be appointed as sub-consultant/s to the lead consultant.
The performance of the contract shall be subject to the terms and conditions of the contract as set out in the tender documents.
Information and formalities necessary for evaluating if requirements are met:
(1) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(2) All candidates will be required to provide a statement of evidence that it had a minimum turnover level of €5million euro, in each of the the three (3) previous audited financial years in the aggregrate.
(3) A signed letter/statement shall be provided from the Tenderer‘s auditor (or each member of the grouping) as evidence of this turnover.
