The Provision of Wide Area Network Facilities and Support Services to National Museum of Ireland

The National Museum of Ireland (NMI) invites tenders for a contract relating to replacement of its existing Wide Area Data Network (WAN) with a modern, cost effective solution and invites tenders from suitably qualified organisations to supply the necessary infrastructure, together with bandwidth rental and on-going support and maintenance for a period of 4 to 6 years, reviewed every 2 years.
The proposed solution should
•be supplied by a single primary supplier and be capable of being supported in an efficient and seamless manner.
•be secure and cohesive and its implementation should be achieved with minimal user interruption.
•allow for VOIP between the scoped sites at a future date.
The contract will be awarded to a single service provider (reviewed every two years, with the possibility of being renewed twice). NMI reserves the option to award any future upgrades to the service or other closely associated work (such as remote access to VPN, extension to other sites, increase or decrease of bandwidth, etc.) to the successful tenderer subject to normal NMI criteria. All costs quoted must remain fixed within the rules laid down in the tender document. Any deviation from the quoted costs may result in the cancellation of the contract. The NMI reserves the right to go outside the contract for additional work.
The Contracting Authority reserves the right to renew the contract on a 2 year basis up to maximum of 6 years. In addition, The Contracting Authority reserves the option to award any future upgrades to the service or other closely associated work (such as remote access to VPN, extension to other sites, increase or decrease of bandwidth, etc.) to the successful tenderer subject to formal agreement. These additional services may be agreed by negotiation in line with Article 31.4(b) of Directive 2004/18/EC.

A grouping, if successful, may be required to contract as a single entity having joint and several liability but subject to the agreement of the contracting parties. If it is proposed to sub-contract the delivery of any portion of any contract, it may be a condition of award of contract that both the service provider and any proposed sub-contractor enter simultaneously into a collateral warranty with the contracting authority for the relevant portion of that contract.

1) Interested parties must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications. All information relating to attachments, including clarifications and changes, will be published on the irish government procurement opportunities portal (www.etenders.gov.ie)only.Registration is free of charge. The contracting authority will not accept responsibility for information relayed (or not relayed) via third parties.
2) This is the sole call for competition for this service.
3) The contracting authority will not be responsible for any costs, charges or expenses incurred by tenderers.
4) It will be a condition of award that candidates and all sub-contractors produce a valid tax clearance certificate from the irish revenue commissioners as part of their application for participation in the competition.
5) If for any reason it is not possible to conclude the contract with the tenderer invited following the conclusion of this competitive process, the contracting authority reserves the right to invite the next highest scoring tenderer to conclude the contract as appropriate.
This shall be without prejudice to the right of the contracting authority to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion.
6) At its absolute discretion, the contracting authority may elect to terminate this procurement process at any time.
7) Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words “or equivalent“ will always be appended.
8) Without prejudice to the principle of equal treatment, the contracting authority is not obliged to engage in a clarification process in respect of tenders with missing or incomplete information. Therefore, tenders are advised to ensure that they return fully response tenders in order to avoid the risk of elimination from the competition.
Precise information on deadline(s) for lodging appeals: Statutory instrument no. 130 of 2010 (the Irish remedies regulations) provides that review procedures are available in the high court to a person who has or has had an interest in obtaining the public contract and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the law in relation to that reviewable public contract.
