Provision of a Window Cleaning Service
Dublin City Council wishes to establish a multi-party framework agreement for the provision of a window cleaning service for a one year period initially to cover 2014/2015 (expected to commence Q4 2014). However there will be an option to renew the framework agreement, at the sole discretion of the Client, for three periods of one year each to cover 2015/2016, 2016/2017 & 2017/2018 respectively. Tenderers will be evaluated and ranked 1,2,3,4,5 for year one. The Tenderer ranked 1 will have first option on all business for year 1 of the framework agreement. If the 1st ranked tenderer is unable to meet requirements, the cascade method will be used – i.e the 2nd ranked tenderer will be consulted, followed by 3rd and so on (see summary page appendix F). This service is to be performed in accordance with industry best practice standards and rendered by qualified, well trained, skilled and experienced personnel with security clearance. The framework is for use by all departments of Dublin City Council.
Fingal County Council and South Dublin County Council are also eligible to use these arrangements. Prices submitted as part of this tender will be applicable to all Dublin local authorities as identified above. The uptake of services and the timing of same will be at the discretion of each of the aforementioned local authorities. No obligation will exist for any contracting authority (other than Dublin City Council) to place orders through this contract.

1. Dublin City Council is subject to the provisions of the Freedom of Information Act (FOI) 1997, 2003. If you consider that any of the information supplied by you is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for the sensitivity specified. 2. It will be a condition for the award of any contract by Dublin City Council that the successful Tenderer and all sub-contractors (if applicable) produce a valid Tax Clearance Certificate from the Revenue Commissioners in compliance with Circular (43) 2006 (or as amended) and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.
3. Suppliers must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications.
4. Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. 6. The contract/framework agreement Provision of a Window Cleaning Service is primarily for use by Dublin City Council, but may also be used by Fingal County Council and South Dublin County Council.
7. Emailed/faxed/late tenders will not be accepted. Tenderers are asked to include a return address on the packaging.
8. Tenders may be submitted in English or in the Irish language.
9. Please note that OJEU contracts are covered by the Government Procurement Agreement (GPA).
