Annual Brand & Advertising Study Services
Presentations to be delivered in Dublin. The overseas markets in which the research will be conducted may vary in any given year. However the research services are likely to cover annual research in the top- and mid-tier countries. The top-tier countries include Great Britain, United States of America, France and Germany. The mid-tier countries include Australia, Canada, Spain, Italy, The Netherlands, and Sweden. We occasionally require research in other Nordic countries, Belgium and developing markets such as China and India. Tourism Ireland reserves the right to amend the country lists.
Tourism Ireland is currently seeking a suitably qualified supplier capable of completing a multi-country quantitative study to measure the brand equity and the advertising awareness of Tourism Brand Ireland. The services relate to conducting an annual Brand and Advertising Study amongst Tourism Ireland’s primary targets in its main markets in the next 5 years (2015-19). This will involve updating and measuring the success of Ireland’s brand positioning and reviewing the cut-through of the advertising in the international market place. Tourism Ireland envisages the research being conducted using computer assisted web interviewing (CAWI) utilising a structured questionnaire approximately twenty to twenty-five minutes in length.
The initial Contract Period will be for three [3] years subject to budget, annual performance review and other factors. Tourism Ireland may, at its discretion, opt to extend the contract annually for a further two [2] years, again subject to budget, annual performance review and other factors, up to a maximum Contract Period of five [5] years in total.

A grouping, if successful, must contract as a single entitiy, having joint and severable liability.
All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and turnover in respect of the activities which are of a similar type to the subject matter of this notice.
All candidates will be required to provide audited financial accounts/financial statements for the last three years.
Details of previous projects of a similar nature and scope completed in the last three years, including a description of the project, delivery timeframes, services provided, samples of completed work, client lists and the names, positions and contact details of referees in each instance.
Details of relevant experience of the team/personnel involved in the project (role in the project, number of years experience in similar role, with a focus on similar projects worked on, education, area of expertise), providing CVs for each member of the team and confirmation of adequate resources to fulfill the contract.
Evidence of demonstrated ability to complete complex statistical analysis, including cluster and factor analysis.
Details of audited quality process such as membership of international quality accreditation standards, e.g. ISO and Market Research Quality, Standards Association, Interviewer Quality Control Scheme or similar in-house audited quality system

It is anticipated that the contract will commence during January 2015 for a period of three years with an option at the sole discretion of Tourism Ireland to extend annually for a further 2 years, subject to the selected contractor providing a service to the satisfaction of Tourism Ireland. The contract will be subject to annual review.
Tourism Ireland reserves the right to amend the content of any questionnaires.
This is the first stage in a two-stage restricted procedure. Following evaluation of Requests to Participate received, a minimum of five shortlisted candidates will be invited to submit a detailed tender proposal (subject to the quality of submissions received).
Requests to Participate (1 signed original and 3 hard copies plus 1 soft copy) must be delivered securely to the delivery address by the deadline detailed in this Contract Notice. Tourism Ireland will not accept or consider Requests to Participate delivered after this deadline.
Tourism Ireland will not accept responsibility for Requests to Participate that are lost or damaged in the post.
Tourism Ireland will not be responsible for costs, charges or expenses incurred by applicants, whether or not afinal contract is awarded.
Tourism Ireland is subject to the provisions of the Code of Practice on Freedom of Information for North SouthImplementation Bodies and Tourism Ireland, which is available on Tourism Ireland‘s website.
Award of this contract will be subject to the selected candidate providing a current, valid tax clearancecertificate. Details of tax clearance for non-resident applicants will be detailed in the Invitation to Tenderdocumentation.
The contract will be subject to Irish law.
Tourism Ireland reserves the right without advance notice (and without giving reasons unless so required by lawand without liability to the applicants) to amend or otherwise change the process or to terminate the process.
