Single Party Framework Agreement for Internal Audit Services
County Louth
Initial contract for a period of one year. Extensions may be for longer periods subject to satisfactory performance.
Single Party Framework Agreement for Internal Audit Services
The Internal Audit service provider shall:-
• Develop and maintain a strategic Audit Plan covering a rolling four year period based on significant exposures to loss or failure, including risk management and security, and submit that Plan to the Audit Committee of Louth County Council for approval;
• Develop annual Audit Plans, in consultation with Louth County Council Management and the Audit Committee, based on significant exposures identified in the strategic Audit Plan and submit such annual Plans to the Audit Committee for approval;
• Consider the scope of work of and liaise with the Director of Corporate Services for the purpose of providing optimal audit coverage;
• Implement the Audit Plans as approved by the Audit Committee, including any special projects assigned by the Audit Committee or requested by senior management;
• Issue regular reports to the Audit Committee addressing the results of audits conducted, summarising observations and making recommendations, and management responses to the audit findings;
• Report significant issues relating to the processes for controlling assets and the activities of Louth County Council and provide information concerning such issues through to resolution;
• Issue final audit reports to the Chief Executive and the Audit Committee;
• Monitor and report to the Audit Committee on progress towards the implementation of agreed audit recommendations;
• Maintain a professional audit service staffed with sufficient knowledge, experience and skills to meet the requirements and;
• Evaluate and assess controls coinciding with the introduction of major changes to systems.
• Be required to be available to report and attend meetings with the Audit Committee.

Every 3 to 4 years
Formal acceptance of the terms and conditions of the framework agreement will be a condition for admission to the single party framework. A draft set of these terms and conditions is included at Appendix F of Request for Tender which can be downloaded from www.etenders.gov.ie. Tenderers are not required to return signed copies of these terms and conditions with their tender submissions, but are instead to review their contents and raise any queries in this regard in accordance with the procedure for the submission of queries detailed in Section 6.5 of this document.
If for any reason it is not possible to conclude the framework agreement with the designated successful tenderer emerging from this competitive process; or if, having concluded the framework agreement, the contracting authority considers that the framework operator has not met, or cannot meet its obligations; the contracting authority reserves the right to admit the next highest scoring tenderer to the framework on the basis of the same terms at any time during the tender validity period. This shall be without prejudice to the right of the contracting authority to cancel this procedure and/or initiate a new contract award procedure at its sole discretion. The contracting authority also reserves the right to cancel this framework agreement or any contract awarded under the framework agreement at any time.
As and when additional requirements that fall under the scope of the framework agreement arise during the lifetime of the framework, the contracting authority will consult the service provider in writing, requesting a tender for the additional requirements. However, the contracting authority at its sole discretion reserves the right to engage in a separate procurement procedure for any contract arising within the lifetime of the framework.
Precise information on deadline(s) for lodging appeals: The contracting authority will not conclude this framework agreement (and the reviewable public contract) to which a standstill period applies in accordance with Irish statutory instrument SI130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned candidates and tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically or by fax and 16 calendar days where notifications are sent by any other means. The Statutory Instrument mentioned above provides that review procedures are available in the High Court to a person who has or has had an interest in obtaining the framework agreement (including the reviewable public contract) and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the law in relation to that framework agreement and reviewable public contract.
