The proposed works are to existing occupied dwellings completed in 2008. Remedial works are required owing to defects with the external render to the dwellings. It is proposed to carry out a number of remediation works, to include a course of action to treat the existing facade. To provide a new external rendered finish by applying, directly on the existing plaster, an external thermal installation composite system (ETICS). While thermal insulation is not a specific requirement of the performance of the remediation the system proposed must have an Irish Agrément Certificate and be listed on the Directory of Agrément-Registered ETICS Companies published by the NSAI (Issue no. 45, 15August 2014). As part of the work, the successful tenderer must present certification that the completed work, or part of the work complies the provisions of the Irish Agrément Certificate. The successful tenderer will be required to complete Building Energy Rating certificates (BER’s) for dwellings as existing prior to commencement, and BER’s for completed work within 2 weeks of presentation of the compliance certificate. Work must also comply with Fingal County Council Housing Specification. The full scope of the Works and the obligations of the Contractor are to be ascertained by reference to the Contract Documents and Drawings as a whole.
