ENQEIR451 - I-SEM Phase 1: To Support Settlement, Credit Management, Registration, and System Operations

The objective of this Pre-Qualification Questionnaire (PQQ) process is to produce a short-list of suitably qualified companies who will be invited to tender for software solutions and/or service provider offerings to help EirGrid meet the scope of their responsibilities for the Integrated Single Electricity Market (I-SEM). EirGrid envisages qualifying up to 6 Candidates (per Lot) from this pre- qualification process, subject to the quality of responses received. EirGrid will award a contract to the highest ranked Tenderers of Lot 1 and Lot 2 or the highest ranked Tenderer of Lot 3. The Regulatory Authorities (CER and the Utility Regulator (UR)) on the island of Ireland have established the Market Integration project to design and implement new arrangements for the island’s electricity market. They refer to these new arrangements as I-SEM and the target date for these arrangements to be operational Q4 2017. EirGrid, in its role as TSO and MO in both jurisdictions of Ireland and Northern Ireland has established the European Market Integration Project (EMIP) to deliver the TSO and MO changes necessary, including the central IT systems, for the Regulatory Authorities’ Market Integration project. This PQQ covers a broad scope of functional roles and responsibilities for the I- SEM. The Regulatory Authorities (RAs) are currently in the process of determining the roles and responsibilities for I-SEM in accordance with their jurisdiction. Until these roles and responsibilities are known with certainty, the scope offered in this PQQ, as it relates to EirGrid’s final assigned roles and responsibilities, remains tentative.
