The Department of Finance is conducting an economic review of the operation, status and future direction of the research and development tax credit (the R&D tax credit). The review provides an opportunity to evaluate the performance of the credit in incentivising R&D expenditure in the State and to determine the future role of the credit. As part of the Department’s data gathering exercise and as a method to better understand the operation and effectiveness of the scheme, the Department is tendering for a survey of R&D active companies. This brief is a contract to design and conduct a survey based on the guidance contained in the RFT and to prepare a report that synthesises and presents the findings from the survey.
