The Royal College of Surgeons (RCSI) is an independent, not-for-profit, health sciences institution with a unique international perspective and presence, headquartered in Dublin with operations in Bahrain, Malaysia and Dubai, employing 985 staff. RCSI is now seeking to replace the existing HR and Payroll system in place. The high level scope of our priority requirements, broken out into two sets..Set 1: Essential Core Requirements (HR and Payroll Implementation). Proposed solution must support at a minimum.- Deployment and on-going maintenance of a new monthly payroll system capable of processing payments, overtime, pensions and other standard adjustments for 1,000+ employees..- In addition to standard monthly payroll, the system must facilitate many types of payroll adjustments including off cycle payments..- Solution must include deployment of a web-based application, enabling RCSI employees access to payslips, personal details and any other correspondence..- System will be integrated with RCSIs financial General Ledger system (Agresso) and LDAP..- A comprehensive suite of payroll/HR reports, which incorporates financial data from RCSIs General Ledger system to be available and customisable by RCSI..- It is expected that the vendor will support a data migration and conversion process to the new system..- Consideration will be given both to a payroll system hosted in-house or alternatively outsourced for processing by a 3rd party..- In addition to payroll processing, the system will house all HR data for employees, including historical HR data..- Helpdesk service for IT/HR staff and agreed SLA arrangements..Set 2) Additional Strategic Requirements (non-essential).- Multi-jurisdictional Payrolls: Ability for system/service to support the various income tax regulations for different jurisdictions where people are based for tax purposes..- Recruitment: Ability to provide online business cases, application tracking, responding, contract creation etc..- Performance Mana
