The Commission for Energy Regulation (the ‘CER’) is the independent body responsible for overseeing the liberalisation of Ireland's energy sector. The CER was initially established and granted regulatory powers over the electricity market under the Electricity Regulation Act, 1999. The enactment of the Gas (Interim) (Regulation) Act, 2002 expanded the CER's responsibilities to include regulation of the natural gas market. The Commission for Energy Regulation (CER) wishes to establish a single member framework agreement, for a duration of up to 4 years, for the provision of external legal (general) consultancy support to the CER. Legal Services required include: 1. Legal review and assistance in drafting of Policy Papers & Regulatory Documents 2. Ad-hoc General Analysis and Advice 3. Legal Support including Litigation Prompt, high quality and solution focused legal advice & support in the following areas is required: Energy and Natural Resources Constitutional & Administrative Law European Union Law Public Procurement Law Litigation & Criminal Law Procedure Freedom of Information & Data Protection Commercial Law Health & Safety Law & Enforcement Planning & Environmental Law Competition Law & State Aid
