VEAT - VEAT Notice for Map Alert Services

The objective of this Voluntary Ex Ante Transparency (VEAT) notice is to inform the market of Dublin City Council's intention to enter into a contract with Pin Point Alerts LTD in accordance with Article 32.2(b) (ii) competition is absent for technical reasons. This is also a Contract Award Notice for services. The Map Alerter services is a unique, citizen facing service designed specifically for the local authority sector. It consists of a cloud hosted platform for sending alerts and notifications from Dublin City Council subscribers based on their location. Subscribers can sign up to alerts from multiple local authorities and receive relevant notifications across local authority boundaries. It allows DCC to handle direct contacts with subscribers, staff, councillors and other stakeholders while maintaining its own branding. Alerts will be sent on a regular basis across multiple channels (text, email and app) keeping customers informed about situations that may have an impact on them. The service is free for customers and also includes social media platform automation. Third party data is available to subscribers from Met Eireann, OPW River Heights, EPA Bathing Water Notices, Property Price Register, Irish Water incidents and COVID alerts. The platform provides a back end that allows users to make system changes, create user accounts and edit the services setup. It provides data streams for use in Councils internal applications as GIS layers. The value of the contract is €40,500 plus VAT for a term of 3 years. This is a unique service not currently provided by any other platform as a citizen can sign up to alerts from multiple Local authorities therefore if you live in one Local Authority area and work in another local authority area you can receive all relevant alerts. This comprehensive service can only be provided by one supplier.
