Dublin City Council gives notice to invoke article 32 2(b) (i.e. competition is absent for technical reasons) for derogation from tendering for the provision of the replacement of 5 no. large, broken panes of glass at Rathmines Swimming Pool, an existing Leisure Centre in Rathmines that has been in operation approximately 10 years. Through a detailed process of analysing the cause of the breakages, the specification for the replacement glass units and the most practicable approach for remediation, we have established with advice from Specialist Glass and Façade Consultants, that the only glass supplier within the island of Ireland who will offer a warranty for new glass units in an existing glazing system with a swimming pool environment is Diamond Glass. Collen Construction have based their specification and quotation on supply from this economic operator. As other companies could not provide the warranty required, a decision has been made to confirm, at this time, this award only for these highly specialised remediation works solely for this Council-owned building. Collen Construction meets and can satisfy Dublin City Council’s needs and requirements in this area. Contract value is estimated at €96,500 ex VAT and contract duration is 16 weeks. The objective of this voluntary ex ante transparency (VEAT) notice is to inform the market of Dublin City Council’s intention to enter into a contract with Collen Construction in accordance with Article 32.2 (b). This is also a Contract Award Notice for the works.
