TCC00745 - Prepare a Thurles Town Centre Renewal Strategy and also to prepare a Masterplan Design Concept for the regeneration of the Friar Street/Croke Street and Castle Avenue Quarter

The Thurles Town Centre: Integrated Renewal Strategy, should address (but not exclusively) the following steps:  Review current Town Centre Health Check reports and to undertake survey, information gathering and research to establish the key issues, strengths and characteristics of the town to support its development.  Undertake public and stakeholder engagements processes as agreed with the stakeholder committee.  Develop a shared vision for the town and to set out key priorities and objectives. These objectives should also include the following areas (note this is a non-exhaustive list): a. Public Realm and Visual Appearance and building on the Liberty Square Enhancment project. b. Wellbeing and Community Empowerment c. Culture, Tourism and Heritage d. Climate Change and Energy The preparation of the Masterplan Area: Friar Street/Croke Street and Castle Avenue Quarter, should include (but not exclusively) the following steps:  Undertake site surveys, land use and traffic and access analysis of the study area to identify the potential and regeneration opportunities of the site.  Develop a design concept which supports the delivery of national priorities and policies set out in Project Ireland 2040 and reflects the policies and guidance set out for the study area as outlined in the Thurles Town and Environs Development Plan, 2009 (as extended).  Ensure the Design Concept protects and enhances the architectural and archaeological heritage of the area and to prepare an impact statement as may be required by the design process.
