19/111 - The Detailed Design, Provision & Installation of Gas Analysis Equipment to Gas Networks Ireland
GNI requires a single supplier agreement to provide services as a systems integrator for the complete system design, supply, install, commissioning and validation of gas analysis equipment at an Above Ground Installation (AGI) in accordance with all relevant gas industry/statutory regulations including, but not limited, to IGEM TD13, IGEM SR25, ISO 10715, IS328, ISO 23874, IS EN 12186 or equivalent. GNI require the proposed technology to be in line with gas analysis equipment currently installed and interfaced with their network. Therefore, the equipment provided must meet the following or equivalent: • Elster Encal Qual 3000 gas chromatograph or demonstrated equivalent. The gas chromatograph shall be capable of measuring C1-C9+, H2S and odorant and shall be provided with N+1 redundancy on all functions. The gas chromatograph must not require the use of hydrogen as a fuel or gas carrier. • Michell Condumax II chilled mirror combined with Optipeak TDL600 tuneable diode laser spectroscopy moisture analyser or demonstrated equivalent. The combined unit shall be capable of measuring Hydrocarbon Dew Point and Moisture content and shall be provided with N+1 redundancy on all functions. • Sampling equipment to include sample probe, sample line and conditioning unit. • Complete supervisory system for data management and/or control Programmable Logic Controller (PLC)/server with integral Human Machine Interface (HMI) system and interface/hub for all analytical equipment to interface with Remote Terminal Unit (RTU) and on GNI Top End Supervisory Control and Data Acquisition (SCADA) system. • Kiosk/kiosks to house equipment. • Installation, Factory Acceptance Test (FAT), Site Acceptance Test (SAT), commissioning and validation of all equipment.

Gas Networks Ireland (GNI) intends to run a competitive procurement process for the provision of Systems Integrator Services for the complete “end to end process” for the design, supply, install, commissioning and validation of natural gas analysis equipment. As part of this process GNI wishes to take market soundings from interested parties to identify capabilities and general market dynamics.
