ENQEIR661 - Economic and Business Intelligence Services

The successful tenderer will be required to provide economic modelling services to EWIC which will support revenue forecast projections and financial risk assessments. The successful tenderer will also provide business intelligence for capacity product design to allow EWIC optimise its FTR sales portfolio and provide bid taking strategies and de-rating analysis for EWIC in relation to I-SEM and GB capacity auctions. The services provided will help ensure that EWIC proactively manages its financial risk exposure under I-SEM. The key areas of financial exposure (or revenue shortfall) identified are: • Capacity Allocation & Congestion Management and Forward Capacity Allocation Regulations - under the CACM and FCA regulations, interconnector operators are responsible for compensation to market participants in ISEM under a number of scenarios including forced outages. Economic analysis of the financial exposure of EWIC during forced outages is required. This should include an assessment of potential balancing and difference charges arising under I-SEM. • Ramping constraint exposures and the impact of ramping on commercial revenue under the ramp rates imposed as part of the roll-out of ISEM trading arrangements is required. • Economic dispatch less than full capacity – Price coupling in the day-ahead timeframe results in the Euphemia algorithm setting economical dispatch volumes (i.e. flow on EWIC) which is less than the full capacity of the interconnector, however 100% of FTR holdings based on the auctioning of all available capacity on EWIC must be paid-out to long term FTR holders. An understanding of EWIC’s exposure during such scenarios is required. • Brexit - Uncertainty regarding the Brexit on the ISEM design is required to be assessed and potential impact of Brexit on the revenue is needed.
