Leeson Lane Office Building, Leeson Lane, Dublin 2 – Pre-qualification of Main Contractor.

The Commissioners of Public Works in Ireland are seeking a Main Contractor for the construction of a new office building, at Leeson Lane, Dublin 2. You are hereby invited to submit an application for shortlisting to tender for these works. Attached please find the following documentation:
· Suitability Assessment Questionnaire and Appendices
· OPW Preliminary Clauses for the Public Works Contract for Refurbishment and Conservation Works PW-CRC, for information
· Definitive Project Brief, for information
· Application Pack for Planning Permission, for information
· Form G: Freedom of Information statement to be completed by the applicant
The closing date for the receipt of applications is 12:00 noon on Friday, 22 March 2019 and the completed submission, consisting of a completed Suitability Assessment Questionnaire with appendices and supporting documents, must be uploaded onto the eTenders platform by this time. We advise that you upload and submit your complete submission well in advance of the deadline as the Commissioners of Public Works in Ireland take no responsibility for any difficulties an applicant may experience.
Please note that all documents relating to this competition are available to download from www.etenders.gov.ie. All communication should be in accordance with the rules contained within the documentation. The supplier is requested to carefully read the documentation in relation to format/protocol for submissions, questions, response times, etc.
Suppliers are requested to monitor emails from EU-SUPPLY (the eTenders website) as clarifications will be notified using the eTenders messaging facility rather than the Authority’s corporate email address.
The Contracting Authority will not be responsible for any costs, charges or expenses incurred in preparing a response. The Authority also reserves the right to cancel the procurement at any stage up to formal conclusion of a contract.
Submissions will be assessed using the criteria set out in the Suitability Assessment Questionnaire and in Appendix MS. Please ensure that all information requested in the Suitability Assessment Questionnaire and all supporting documentation is included in your submission as this will be the only material assessed. Failure to provide pertinent or requested information may result in you being deemed to be unsuitable for this project.
Please note that the contact that will apply to this project is the Public Works Contract for Refurbishment and Conservation Works (PW-CRC). This contact consists of the Public Works Contract for Building Works Designed by the Employer (PW-CF1), as published on www.constructionprocurement.gov.ie and as modified by Part 2 of the OPW Preliminary Clauses for the Public Works Contract for Refurbishment and Conservation Works PW-CRC. Any updates to the OPW Preliminary Clauses for the Public Works Contract for Refurbishment and Conservation Works PW-CRC shall be notified to the relevant parties during Stage 2 of this process (following shortlisting). The PW-CRC contract gives provision to use provisional sums for the historic building/areas of the site. The pre-determined elements of work covered by these provisional sums will be defined at tender stage of this project.
Please note that a Valid Tax Clearance Certificate will be required before a contract can be awarded.
