re: Invitation to Tender for Construction Works (Open Procedure) for
Additional Accommodation at St. John’s National School,
Breaffy, Castlebar, Co. Mayo for the Board of Management.
The Board of Management of St. John’s National School, Breaffy, Castlebar, Co. Mayo, invites you to tender complying with the Instructions to Tenderers (ITTW4) for construction works for the above project, as detailed below.

Alternatively, the eTenders Query Facility can also be used.
All queries must be submitted as soon as possible and, in any event The Employer will not normally issue supplemental information or response to queries after 8 days before latest time for receipt of Tender. The Employer may, at its discretion, respond to queries raised after that date.
If the Employer responds to a query, the response will be sent to each Tenderer, unless the Tenderer asking the query has clearly designated the query as confidential and the Employer agrees that it should be treated as confidential.
Tender Returns
Tenders must be returned to Mr Niall Taylor, Taylor McCarney Architects, Breaffy Road, Castlebar, Co. Mayo, before 5pm of the date indicated on eTenders Notice.
Tender submissions must be sent (by Hand or by Registered Post) to arrive at the above address not later than the latest time and date stated above. Email and Fax submissions are not permitted. Tenders sent to any other address will be deemed to be invalid tenders. Unsigned or incorrectly signed Forms of Tender will likewise be deemed to be invalid tenders.
Basis of Assessment for Award Criteria
The basis of assessment of the Tenders is detailed in the Instructions to Tenderers.
The Contract will be awarded on the basis of lowest price.
It is a condition precedent to the award of the Contract that the successful Tenderer will provide:
1. A current tax clearance certificate or in the case of a non-resident Contractor a statement of suitability on tax grounds from the Revenue Commissioners of Ireland.
2. Evidence showing that they are in compliance with any sectoral employment orders,
employment regulation orders or registered employment agreements implemented in accordance with the Industrial Relations Acts 1946 to 2015 in relation to Construction Industry Pensions Assurance and Sick Pay.
The Department of Education & Skills is subject to the requirements of the Freedom of Information Acts 1997-2014 and Data protection Act 2018. If a candidate/tenderer considers that any of the information supplied in response to this notice is either commercially sensitive or confidential, this should be highlighted and reasons for its sensitivity given. The relevant material will, in response to a request under the Act, be examined in the light of exemptions provided for in the Act.

An electronic copy of all tender documents can also be obtained on CD/USB contacting Taylor Architects. Hard copy of all tender documents is available on request from Taylor Architects. Note a fee will apply, paid in advance.
One hard copy of the complete tender package will be available for inspection during office hours at Taylor McCarney Architect’s office, Breaffy Rd, Castlebar. This hard copy is the official set of tender documents. Viewing of the documents will be by prior appointment only (to retain confidentiality of tendering).
Tender Documents
Candidates should submit their tender in a sealed outer envelope containing separate envelopes, each containing separate bound documents completed in ink and signed for:
a) Envelope No. 1
· Completed Volume B - Form of Tender and Schedule (Form FTS6)
· Completed and signed DoES QW2 - Suitability Assessment Questionnaire
b) Envelope No. 2
· The completed Pricing Document (Volume C) – priced in ink.
c) Envelope No. 3
· Outline Programme of Works
Each envelope should be clearly marked with the name of the Candidate, the name of the Contract, and the content, for example “Tender of ABC Limited for XYZ...Project – Form of Tender”
Important Notice:
Tenderers are required to carefully read the DoES QW2 - Suitability Assessment Questionnaire (included among the ‘Model Forms’ in Volume A) and to make sure that they meet the minimum standards stated therein. Tenderers who do not meet those requirements should not submit a tender as they will be excluded at award stage. All Tenderers are liable for their own costs of tendering.
Project categorisation for assessment of H&S competence as Work Contractor and PSCS is: Type 1
