HRB/2019/STRATDEV - The provision of a strategy development, co-ordination and support service to the Health Research Board

The Health Research Board (HRB) is about to undertake the development of its new strategy (for the period 2021-25). Between Q1 2019 and Q1 2020 (approximately), HRB requires strategy development coordination & support for its HRB Strategy core team. The Strategy core team – which comprises the CEO and the Executive Team – will be the primary decision-making body throughout the strategy development process. The Strategy support resource will work closely with the Strategy core team and will be the operational lead on the project. The resource will provide a range of services – including project management, strategy development expertise, facilitation of stakeholder consultation, synthesis of stakeholder feedback and initial drafting of the strategy. Specification of requirements: The HRB is looking for Strategy support resource to act as operational lead on the HRB 2021-2025 strategy project and to provide the following services the HRB Strategy core team. 1. Project management • Development of a project plan in the initial stages of the project, which will then come under the responsibility of the Strategy core team. • Periodic assessment of the progress of the project. 2. Provision of strategy development expertise • Operationally lead the Strategy core team meetings (monthly initially, increasing in frequency in latter half of project) • Provide strategy guidance to the CEO and Strategy core team 3. Facilitation • Facilitate all consultation with a range of stakeholders. At various tome-points throughout the project, the HRB will need to engage with various internal and external stakeholders to elicit feedback on current strategy and future strategic direction. 4. Writing • Synthesis of diverse stakeholder feedback • Synthesis of International Expert Advisory panel outputs • Initial drafting of the strategy.
