Evaluation - Ethiopia Country Strategy Paper 2014 – 2018

Guided by the OECD-DAC’s Principles for the Evaluation of Development Assistance and Quality Standards for Development Evaluation, the evaluation will examine the performance of the Irish Aid’s approach to resilience. The evaluation intends using the definition of resilience from the Irish Aid policy (2016), where resilience is defined as; ‘’empowering people, communities, institutions and countries to anticipate, absorb, adapt to, or transform, shocks and stresses’’. The intended resilience approach is underpinned by five principles; understanding the context; being responsive; investing in partnership; fostering coherence and collaboration; and acting on feedback. The evaluation intends using a Resilience Evaluation Framework to analyse the approach of the programme to building resilience capacities at different levels- absorptive, adaptive and transformative for individuals, households, communities, institutions and at national level.
