TD 56 - Tender for the Development of a Spend Data Managaement System

The procurement function in local authorities has undergone significant reform to achieve efficiencies with regard to the acquisition of goods, services and works by individual organisations and across the sector. The LGMA intends to have a spend data management system developed to support this function whereby monies spent can be recorded against specific contractual arrangements and analysed to inform local and sector-wide strategic procurement decisions. An overview of the immediate functional requirements is given at appendix 1 of this RFT, and a detailed functional specification is provided in the accompanying spreadsheet “Spend Data Management System Functional Requirements.xlsx”. It should be noted that while the functional specification and overview are detailed with regard to the present requirements, the field of procurement in local government is undergoing continual reform and a key aspect of the required system is that it should be expandable to cater for additional requirements in the future. Tenderers should also note that the LGMA does not expect them to submit a final detailed technical or system specification with their tenders. Where system designs are required they need only be detailed enough to demonstrate to the assessment team that the Tenderer has understood the relevant functional requirements and has formulated their response accordingly. Mere assertion that the requirements are understood will not be sufficient to demonstrate this.
